Have a saved game file from Sonic Heroes or Sonic Mega Collection Plus on your memory card to unlock Vectorman. Alternately, accumulate a total of five hours of game play time in Sonic Gems Collection.
To unlock the "Hints" text for each game, keep it open for three hours. You don't have to play the game, just let it run. After three hours, exit out, and when you reenter the game(in the R1 menu), or check the Hints menu in the Extra area, the hints for that game it will be available.
All this is for Sonic Gems Collection´s japanese version . Make sure you are unlocked vectorman and vectorman 2 before try to unlock the rest of the games.

Bare Knuckle (aka Street of Rage)
play SGC for a total of 12 hours and play Bonanza Bros once or play any combination of any other game at least 30 times.
Bare Knuckle 2 (aka Street of Rage 2)
play SGC for a total of 12 hours and play Bare Knuckle once or play any combination of any other game at least 50 times.
Bare Knuckle 3 (aka Street of Rage 3)
play SGC for a total of 12 hours and play Bare Knuckle 2 once or play any combination of any other game at least 70 times.
Bonanza Bros.
play SGC for a total of 12 hours, play Vectorman 2 once or play any combination of any other game at least 20 times.
Vectorman
play SGC for a total of 5 hours or have a Sonic Mega Collection save file in your memory card.
Vectorman 2
play SGC for a total of 7 hours and play Vectorman once.
As soon as you give the final blow to Ash, hold square until the next part of the level. After that, lose all your lives (you dont have to do it right away), and when you continue, he will be selectable.
Shiva:
As soon as you give the final blow to Shiva, hold X and start until the second level starts. After that, lose all your lives (you dont have to do it right away), and when you continue, he will be selectable.
*For Ash and Shiva: When playing 2 players, both players must hold the buttons. Also, once the game is over, the code must be put in again.
Victy aka Roo:
When fighting the bosses at the first part of the second level, only defeat the clown. From there, lose all your lives (you dont have to do it right away), and when you continue, Victy will be selectable.
*For Victy: If you play as Victy at least once, once the game is over, he will be selectable from the beginning.
