From the Main Menu press and hold the L button then enter the code

While playing any single player race, pause the game. While paused, hold the L button while entering the code.

Press the following buttons on the main menu in this order:

To unlock Mirror Cup you must collect all Postcards on Postcard Rally Mode on Story Mode.

To Unlock the Alternate Paint jobs beat the required time for each track in Time Trial mode. There are 3 alternate paint jobs for each car. Each place will get you a new paint job, for example if you finish 3rd you get one new paint job, if you place second you get another, and another for first place, for a total of 3.
